IIM Exams 2009

Over Four lakh students who appeared for the precious IIT Entrance test (JEE) all over the country.The number of IIT seats increased due to opening of new IIT's and OBC quota implementation.The number of candidates increases from the last year.About 3.2 lakh aspirants applied for this test, but it rapidly raise up to 80,000.

U.S Canada paralsisout break worsens

An escalating viral outbreak with pandemic potential continued its slow paralysis of Mexico's once-bustling capital city Tuesday as a growing number of swine flu cases in the U.S., Canada and elsewhere left the world bracing for the impact of a deepening global public-health crisis. Nowhere were matters more urgent than in Mexico City, where swimming pools and pool halls were closed, restaurants offered only takeout and officials contemplated severing the city's spinal column: a serpentine subway system that ranks as the seventh-busiest in the world.
But the sense of alarm was mounting elsewhere as well as the number of confirmed cases in the U.S., including at least five involving hospitalization, climbed to 66, up from 40 on Monday.
"I fully expect we will see deaths from this infection" as cases are investigated, said Richard Besser, acting director of the federal Centers for Disease Control and Prevention in Atlanta.
Canada confirmed seven more cases, bringing its total to 13 - four in Nova Scotia, four in Ontario, three in B.C. and two in Alberta. All 13 cases were described as mild, but that offered little comfort to officials all too familiar with influenza's notoriously unpredictable nature.
"Anybody who thinks they know what this virus is going to do weeks, months or years from now really doesn't have a clue what they're talking about," said Dr. Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota.In New York, where the bulk of the American cases are concentrated, several hundred students had fallen ill at a school already hit by the outbreak after a group of students went on a spring break trip to Mexico, city officials said. 'It is here and it is spreading," New York City Health Commissioner Thomas Frieden said of the virus. "We do not know whether it will continue to spread." Outside of North America, there were 17 other confirmed cases: two in Scotland, 14 in New Zealand, two in Spain and two in Israel. In Mexico, some 159 deaths have been attributed to the outbreak, which is confirmed or suspected in nearly 2,500 cases of illness.
But the toll appeared to be stabilizing, the health secretary said late Tuesday, with only seven more suspected deaths.
Jose Cordova called the death toll "more or less stable" even as hospitals are swamped with people who think they have swine flu. And he said only 1,311 suspected swine flu patients remain hospitalized, a sign that treatment works for people who get medical care quickly.
"You can see the total of new cases," Cordova said. "In the last days there has been a drop." So far, swine flu has not been blamed for any deaths outside Mexico, but officials have warned that's almost certain to change.
U.S. President Barack Obama asked Congress for $1.5 billion to fight the fast-spreading disease as federal officials suggested the flu may be spreading so fast, there may be no practical way to contain it. "Based on the pattern of illness we're seeing, we don't think this virus can be contained," Rear Admiral Anne Schuchat, the CDC interim science and public health deputy director, told a Senate health subcommittee. "We do think we can reduce the impact of its spread, and reduce its impact on health." Still, she warned, not only might the disease get worse, "it might get much worse." In Mexico City, widely viewed as the epicentre of the outbreak, officials moved to prevent people from getting together in large gatherings - public facilities like gyms, movie theatres, zoos and museums were ordered to shut their doors. Schools remained closed across the country.
Cruise line Carnival Corp. cancelled its Mexico stops for three ships that were scheduled to visit the country, while Cuba became the first country Tuesday to suspend outright all of its flights to and from Mexico as a precaution against the spread of the virus. Canada's largest travel company, Montreal-based Transat AT, said it is bringing its customers and employees in Mexico back to Canada and postponing any further flights to the country until at least June 1. Toronto-based Sunwing Vacations also put on hold all departures for Mexico until May 29, while rival Sunquest cancelled all of its tours to Mexico until June 4.
The World Health Organization, which on Monday ratcheted up its pandemic alert level from Phase 3 to Phase 4, was looking for evidence the viruses were spreading in sustained waves before moving to Phase 5, said the agency's top influenza expert, Dr. Keiji Fukuda.
The WHO and its panel of expert advisers want to see that swine flu viruses have actually taken root in countries other than Mexico and are continuing to transmit, said Fukuda, the WHO's acting assistant director-general for health security and environment.
"What we are looking for also are cases in outbreak which indicate that the infection is becoming established in a community or becoming established in a country," Fukuda said. World health officials in Geneva said they believed the virus appears to be establishing itself in communities and could well be able to produce larger outbreaks outside Mexico. "It's a very serious possibility, but it is still too early to say that this is inevitable," Fukuda said.
The global health body insisted that travel restrictions were ineffective, but Cuba's 48-hour suspension came as the EU's disease control agency as well as Canada, Israel and France warned against nonessential travel to Mexico.
"Border controls do not work. Travel restrictions do not work," WHO spokesman Gregory Hartl said, recalling the 2003 SARS epidemic that killed 774 people, mostly in Asia, and slowed the global economy. "There was much more economic disruption caused by these measures than there was public health benefit," he said, adding that WHO is advising countries to provide treatment for the sick and make sure national plans are in place to ease the effects of a larger outbreak.
Flu deaths are nothing new in the United States or elsewhere. The Atlanta-based Centers for Disease Control and Prevention estimates that about 36,000 people died of flu-related causes each year, on average, during the 1990s in the United States. But the new flu strain is a combination of pig, bird and human viruses that humans may have no natural immunity to.
With the virus spreading, the U.S. stepped up checks of people entering the country and warned Americans to avoid nonessential travel to Mexico.
"We anticipate that there will be confirmed cases in more states as we go through the coming days," Homeland Security Secretary Janet Napolitano said on NBC's "Today" show on Tuesday. A decision by WHO to put an alert at Phases 4 or 5 signals that the virus is becoming increasingly adept at spreading among humans. Phase 6 is for a full-blown pandemic, characterized by outbreaks in at least two regions of the world.
Symptoms include a fever of more than 100, coughing, joint aches, severe headache and, in some cases, vomiting and diarrhea. Many victims have been in their 30s and 40s - not the very old or young who typically succumb to the flu.
It could take four to six months before the first batch of vaccines are available, WHO said. Some antiflu drugs do work once someone is sick.
The best way to keep the disease from spreading, Besser said, is by taking everyday precautions such as frequent handwashing, covering up coughs and sneezes, and staying away from work or school if not feeling well.
Russia, Hong Kong and Taiwan said they would quarantine visitors showing symptoms of the virus. World stock markets fell Tuesday as investors worried that any swine flu pandemic could derail a global economic recovery. In the U.S., stocks fell moderately in early trading as investors worried that a growth in swine flu cases could hurt industries such as travel and tourism.

alcohol education: Students prepared

I remember getting off the Buff Bus and seeing ambulances parked outside in the driveway, carting a drunken kid away to the hospital. It was only 4 o'clock in the afternoon. As the night went on, the ambulances kept on coming. The sirens wailed on through the night. I must have heard about 20 different incidents from my dorm room. Every day was the same for the first week-and-a-half of school. Students were partying their lives away, excited to be away from their parents for the first time. The beginning of my sophomore year was no different; the incoming students went wild just like the year before.
This is a universal problem with first-year college students. I just happened to experience at the University of Colorado. There was such a large group of kids so focused on drugs, drinking and partying -- and it wasn't just partying, it was getting so inebriated that they had no idea what they were doing to their bodies or what they were ingesting.
College, and the freedom that comes with it, can be a pretty overwhelming experience. I believe that there should be a mandatory course taken during the first semester of freshman year to help prepare kids and help them to make more informed decisions on drugs, alcohol and partying.
It scares me to know that so many uneducated kids are fixated on drinking and taking drugs until they black out. By uneducated kids, I don't mean that in a general sense -- they are obviously in college and have made it through high school. Some kids have come from high schools where health class, or some sort of alcohol/drug/sex class, isn't very important to their overall education. Some schools might feel that by teaching students about drinking and drugs that they are advocating it. I believe that no matter what, young adults should be educated about the drugs that are out there so that they can make an educated decision before ingesting everything and anything they can get their hands on.
This semester, I am currently enrolled in a class called Drugs in U.S. Society (SOCY-2034). It is a non-bias, non-judgmental, strictly educational course that focuses on the basics of drugs (side effects and chemical make-up), and examines the sociological reasons behind why some people choose to use drugs, and what kinds of experiences and problems arise from the drug use in our society.
I believe that this course should be part of the necessary curriculum at CU-Boulder, like writing and rhetoric.
Not only is it an interesting and engaging course, but it helps kids understand drug use and what is and isn't safe for them.

Skill training enhances job in NDE

Even before the global meltdown, Nigerians have been confronted with unemployment which has left many employable people without jobs.
At the same time , words like " down-sizing, right-sizing" crept into the world of work throwing many out of jobs. Many therefore turned to the informal sector where there are still quite a number of challenges. The National Directorate of Employment was the first agency created to tackle unemployment by creating job opportunities in the informal sector. Recently, the Director- General of the agency, Mallam Abubakar Mohammed briefed the press on the achievements of this organisation . He did not fail to mention its challenges as well.
The National Directorate of Employment ( NDE) which has been training people for self employment, has created a pool of young and well educated entrepreneurs in the informal sector. It has been able to make young graduates understand that acquiring a university certificate is not all that one needs to be engaged either by others or to engage one's self.
Mallam Mohammed said of NDE's activities which centers mainly on skill development. "One of the major causes of unemployment among youths in the country is lack of skills. Over 90% of unemployed school leavers and drop outs lack marketable skills. Before they can secure a job or start an enterprise, they must first of all be able to acquire basic technical competence and basic business skills".
Consequently, the NDE broadened its Vocational skill development to " provide marketable skills for unemployed youths".
For instance, the director-general said, under its National Open Apprenticeship Scheme; in which youths are trained by craftsmen and women , NDE under its present leadership went beyond mere training.
He said, " In 2008, the Directorate has a total of 26, 945 under the various NOAS training attached to 2, 072 trainers through out the country. The NDE has paid allowances of all trainers amounting to N219, 195,000.00 Naira ". A significant amount was also paid to the trainers. Resettlement- Once trained, the issue of resettlement to enable them engage themselves and perhaps others presents itself and this is how the NDE responds to this. In the words of Mallam Abubakar Mohammed, " Although training is one of the most important instruments in the fight against unemployment and poverty, it is expected that the graduated trainees will profitably and sustainably practice the skill acquired. Towards this end, the NDE has carried out a sustained campaign among parents of the beneficiaries to assist the youths with family funds to enable them establish their own enterprises .
While others he said are being assisted to find paid employment, the NDE has been recommending a large majority of them to micro credit institutions for facilities to start businesses. In this regard, a lot of success have been recorded with the Nigerian Agricultural Cooperative and Rural Development Bank ( NACRDB)".
In addition, he said, " while exploiting all these avenues , the Directorate was going the extra mile to provide materials and funds to graduated trainees and graduates of entrepreneurship development, who are rated as high flyers to start and run their own enterprises".
However, the director-general said, " after the report of the Ahmed Joda Panel for the Rationalization and Streamlining of the Activities of Poverty Alleviation Agencies in 1999, the activities of the NDE have been limited to entrepreneurship and skills training of the unemployed to be followed by symbolic resettlements to show-case the effectiveness of the strategy".
Jobs for the physically challenged - The physically challenged have not been left out of NDE's job creation programmes.
Mallam Abubakar Mohammed disclosed, " The NDE over the last one year encouraged and supported employment opportunities for the physically challenged persons through special training programmes.
The Directorate not only focused on the unemployed able bodies persons but also the vulnerable and marginalised members of the society.
To this end, strategies for the empowerment of the disabled persons were put in place and pilot training was completed in Kaduna and Ekiti states where 100 physically challenged persons were trained and resettled. The graduation and disbursement of tools to successful physically challenged persons were carried out in Kaduna in June, 2008 while that of Ekiti state took place in Ekiti on July 10, 2008. The successful graduates trained in selected trades which includes bead making, tie and dye, soap making, store yam making, G.S.M repairs, poultry and fish farming, fashion designing and knitting. Additional 300 disabled persons were recruited and are receiving training in six states ".
Women benefit from constitutency training programmes - Special consideration was made for women by the directorate. What were they and who benefitted? The answer was provided by the director-general who said, " The NDE in 2008 initiated and implemented women employment training schemes in the constituency of some of the members of the National Assembly in 13 states. The states and members trained were Plateau 64, Borno 100, Bauchi 100, Kebbi 96, Edo 100, Ondo 100, Oyo 120, Cross River 100, Abia 100, Nassarawa 226, Zamfara 100, Rivers 100, Katsina 168. In all a total of 1, 474 women benefitted from this intervention.
Labour ministry hands over skills centres to NDE - The NDE director -general made it known that " the federal ministry of labour and productivity in 2008 transferred to the NDE eight skills centres located in Ibadan, Kaduna, Enugu, Bauchi, Owerri, Calabar, Lagos and Lafia. The NDE was able to put in place strategies for the maintenance of these centres". That isn't enough hence the director-general called on the minister of labour to " consider complete transfer of the Trade Testing and Skills Upgrading Centres to NDE for harmonious management".

State inmates might in Labour Shortage

With the foreign workers who have long done the dirty work in Maryland's seafood industry held up by red tape, desperate owners of the Eastern Shore's processing plants are investigating a new source of crab pickers: state prisoners.
This week, members of the Chesapeake Bay Seafood Industries Association toured facilities - the women's prison in Jessup and the prerelease unit for women in Baltimore - to see whether there is a way to have inmates do the low-paying work, potentially saving one of the state's signature industries.
A few weeks ago, corrections officials toured a pair of crab houses on Hoopers Island in Dorchester County, where the majority of the state's crab is processed for supermarkets and restaurants.
Logistics could stand in the way. Transporting prisoners 2 1/2 hours each way every day seems too difficult, and quality-control issues could arise if crabs are shipped to Central Maryland to be picked. There also are sanitation questions that would need to be answered.
But Maryland law would allow it; inmates already do jobs that include making furniture and butchering meat in the state's prisons.
"Picking crabs is not rocket science," said Jack Brooks, who owns the J.M. Clayton Co. processing facility in Cambridge. Experience helps though, he said. "The quality has to be perfect - no shell."
Still, he said, the industry needs to "look at all the options and turn over every rock. The crab season's here, and the Congress has not acted and the places can't open." Corrections officials - who approached the processors with the idea - say the discussions are "very preliminary."
"If any inmate labor would ultimately be involved in crab picking, formal regulations and rules would have to be developed, health guidelines observed and significant logistical hurdles surmounted," said prison system spokesman Mark Vernarelli. At issue is finding workers willing to spend their days picking the meat from pile after pile of steamed crabs so the product can be packaged for sale in little plas tic tubs. Local women did the work for decades. But changing times meant women had opportunities for employment beyond the crab house. Few men have sought the jobs.
For more than a decade, the processors have relied on workers from Mexico who travel to the Eastern Shore for six months or so to pick crabs, entering the country on H2B visas issued to foreign workers in a variety of seasonal industries. At the end of the season, they go home. But with growing demand nationwide for such temporary workers, only one of Maryland's 21 seafood processing operations was able to get visas to bring the foreigners into the country this year.
In the past, the state's congressional delegation has been able to secure special provisions to get the workers to Maryland. Those efforts have failed this year.
Some critics of H2B say the foreigners depress wages for local workers, while others argue the temporary visas make it more difficult to focus attention on the need for broad immigration reform. Beyond looking into prison labor, the Dorchester County Seafood Packers Association for the first time is sponsoring a job fair on Hoopers Island on Thursday, seeking more than 300 locals to pick crabs. The processors believe that people who have worked in small-parts assembly or in sewing would be especially skilled at separating crab from its shell.
The jobs start at $6.71 an hour but can go as high as $10 an hour for those who are quick with their hands, association officials say. If prisoners did the work, they would have to be paid the prevailing wage, Vernarelli said.
Industry officials say they aren't expecting many local residents to seek the jobs, despite the down economy and rising unemployment.
"The younger generation doesn't want to do a seasonal job, a not-glamorous job," said Bill Sieling, executive director of the Chesapeake Bay Seafood Industries Association. "It's not the kind of jobs people go out and clamor for."
Processors say they need workers from somewhere or they won't be able to open. And the processors are a vital link in an economic chain.
While many crabs are sold whole by the bushel to consumers, even more are sold to processing houses. If there are no workers to process the crabs, not just crab houses but watermen could be out of business.
"The industry is at the end of the tether," Sieling said. "The job fair is one last-ditch effort. Maybe we'll be pleasantly surprised."

Oregon's Education in Investment

The skyrocketing cost of higher education is among the hottest of hot button topics on university campuses. Less talked about is the fact that undocumented immigrants, as well as those who have not yet become citizens, in all but 10 states find it especially difficult to pay for college as they are forced to pay out-of-state tuition, regardless of how long they have lived in the state or been inside the state education system. Oregon House Bill 2939 seeks to remedy this by allowing undocumented immigrants to pay in-state tuition if they attend an Oregon high school for three or more years, graduate from that high school, are admitted to an Oregon university and continue to work toward residency.
Tuition equity is an effort to equalize the access to higher education among all students who seek and deserve it, no matter their socioeconomic status, and its implementation would benefit the state of Oregon socially, economically and ideologically. To grant in-state tuition to one student who has attended Oregon public school all his or her life, while denying it to a classmate who has done the same, sends a message that some students are more deserving of a college education than others. Moreover, if students have attended high school in Oregon for three or more years, graduated and have been accepted into the Oregon University System, it makes no sense to deny them access to higher education at the lower cost their peers and classmates pay. As University President Dave Frohnmayer pointed out, many of these students have gone all the way through K-12 education in the state, and therefore represent significant investments by the state already. It makes no sense to abandon these investments once they reach the university level.
Opponents argue that the bill, by allowing more students to pay lower in-state costs, will cost universities and the state money. True, revenue from out-of-state tuition at the University, which is $19,941, is much higher than from the $6,531 for in-state tuition. According to The Register-Guard, an analysis on a similar proposal - Senate Bill 769 of the 2005 legislative session - concluded that it would increase immediate costs to the OUS by $2 million if 80 non-citizen students attended a public university and paid in-state tuition.
But according to a 2007 report by University economics professor Larry Singell titled "A Study of the Economic Impact of the University of Oregon," the University's 2005 graduating class will pay almost $280 million in state income tax over the course of their careers, and more than 70,000 University graduates reside in Oregon. The study also found that Oregon taxpayers receive close to $5 in tax revenue for every $1 of state funding invested in a University student over a two-year period. According to the OUS, 78 percent of 2005 Oregon University System graduates stayed in Oregon. Denying students access to higher education because they cannot afford it not only excludes a large population from the benefits a college education provides, such as a more stable, higher-paying job, but also denies Oregonians the financial benefits brought by college-educated citizens.
"You have the choice to let students continue their education or deny it and make it more likely they will be more dependent on the state in the future," Portland State University president Wim Wiewel said.
In times of financial crisis, it seems logical to think in terms of which actions will save the most money as quickly as possible. But the wisest actions are the ones that plan ahead, and that is what tuition equity and HB 2939 aim to do. An investment in education is an investment in the future, no matter who is being educated.

INFOSYS trips in Indian shares

MUMBAI, April 15 - Indian shares shrugged off a shaky start on Wednesday and rallied for an eighth consecutive session, in their longest winning streak in 1-½ years, as robust risk appetite helped beat back earnings outlook concerns.
The rise took the main index up 2.9 percent to its best close in six months as it ended above 11,000 for the first time since mid-October.
Blue-chip outsourcer Infosys Technologies almost halted the rally when it forecast its first decline in annual revenue as outsourcing demand from overseas clients slowed in a harsh economic climate. [ID:nBOM471257]
Gains in energy giant Reliance Industries , engineering conglomerate Larsen & Toubro and leading lenders State Bank of India and ICICI Bank powered the main index higher.
The 30-share BSE index <.BSESN> rose 317.51 points to 11,284.73, its best close since Oct. 14. The benchmark has gained almost 18 percent over eight sessions, its longest run of gains since September
2007 when it climbed for 11 sessions in a row.
"The momentum in the market is clearly very high. The earnings numbers have more or less been factored into the market," Harendra Kumar, head of research at Centrum Capital, said.
Shares in Infosys, the country's second-largest outsourcer, ended down 2.7 percent at 1,370.80 rupees, its lowest close since March 31, after falling as much as 7.7 percent at one stage as the company's forecast dampened investor confidence.
The company's results, which came before the market opened, initially drove the BSE index down 2.3 percent.
Twenty-two of the index components rose while in the broader market, gainers led losers in the ratio of more th
an 4.5:1 on heavy volume of 695.3 million shares.
Even though there is uncertainty surrounding the political outlook ahead of month-long general elections starting on Thursday, foreign funds are pouring money on brightening signs of a sustained recovery in the global economy, traders said.
"Given that the bad news around the world is dissipating, emerging markets are rallying again. And India is getting the importance that it is due," Kumar said.
Foreign funds had pulled more than $13 billion from the Indian market in 2008, dragging shares down by more than half. They have been net sellers of about $1.2 billion this year, but were small net buyers of stocks in March, and have bought $416 million in the first two weeks of April.
"This is mainly a liquidity driven rally. Valuations were so beaten down that this recovery needed to happen," Kumar said. He said the main index could reach as much as 12,700.
Reliance Industries, which has the biggest weight in the index, rose 3.2 percent to 1,825.55 rupees. Larsen, which lost the bid to buy a controlling stake in fraud-hit outsourcer Satyam Computer on Tuesday, rose 6.7 percent to 878.80 rupees.
Analysts had warned the possible acquisition would distract Larsen from its core engineering and construction business.
Private-sector lender ICICI Bank gained 6.8 percent to 443.70 rupees, while government-run State Bank of Indi
a firmed 6.4 percent to 1,295.60 rupees.
Top IT-services firm Tata Consultancy Services fell 2.4 percent to 577.55 rupees, while third-largest Wipro ended flat at 269 rupees, with investor sentiment towards the sector souring after Infosys' glum forecast.
"The amount of uncertainty today is unprecedented. This is probably one of the worst economic environments we have seen in our lifetime," Infosys Chief Executive S. Gopalakrishnan told reporters in Bangalore.
The 50-share NSE index <.NSEI> rose 3 percent to 3,484.15.
Asian stocks pulled back from six-month highs on Wednesday after the drop on Wall Street overnight. Japan's Nikkei <.N225> fell 1.1 percent, while MSCI's measure of other Asian markets <.MSCIAPJ> edged up 0.05 percent.

Students participate in crash Training

In response to a tragic car crash that killed two Middleboro High School students, several organizations are teaming up to provide potentially life-saving crash prevention training in memory of the victims. MHS seniors John DeYoung, 18, and Brian McMahon, 17, were killed in a December 2008 crash that was blamed, in part, on driver error. In Control Advanced Driver Training will provide training to the victims' friends and classmates at a special class on Sunday, April 26 from 8 a.m. to 12:30 p.m. in South Weymouth. Harrington Insurance Agency and The Arbella Insurance Group are making it possible for Middleboro teens to receive hands-on crash prevention training in a safe setting, where they can learn how to avoid crashes that could be prevented with proper training.
"While there is nothing that can make up for the loss of Joseph and Brian, I want other teens and parents to know how easily inexperienced drivers can lose control of their vehicle," said Sherri DeYoung, mother of John DeYoung. "We often lose teens in car crashes because they are not prepared to react to the dangers that confront them on the road. Through In Control's program, we are hoping to help other teens learn crash prevention skills. Our goal is to honor Joseph and Brian by saving others' lives."
"The crash that killed John and Brian is a tragic example of a situation that is repeated over and over," said Rick McDonnell of Harrington Insurance. "Young drivers are not ready for the unexpected dangers that surprise all of us on the road.
